The Linux kernel’s “Minimal requirements” doc is the closest the kernel has to a known-issues file. It lists the per-version compatibility constraints: minimum versions of GCC, binutils, util-linux, and other low-level tooling needed to build and run each kernel version.

For most readers, the more useful surface is per-distro: the kernel.org docs describe upstream requirements, but Debian, Red Hat, Ubuntu, and others maintain their own per-release notes on what kernel features are available, deprecated, or known-broken in their packaged kernels. The upstream doc is the floor; distro docs are the ceiling.
